Kathleen (Kate) Harrell is an Associate Attorney with the firm’s Health Law practice, where she assists healthcare providers including teaching and community hospitals, rehabilitation and long-term care hospitals, behavioral health providers, healthcare systems, community health centers, skilled care facilities, assisted living residences and other elder care providers, medical technology providers, EMS providers, allied health professionals, clinics, hospices, and home health agencies.

Kate advises healthcare providers on a variety of state and federal regulatory matters governed by such agencies as the Department of Public Health (DPH), the Health Policy Commission, the Office of Medicaid (MassHealth), the Department of Mental Health, the Executive Office of Health and Human Services, the Office of the Attorney General, the Executive Office of Elder Affairs, and the Centers for Medicare and Medicaid Services. Specifically, Kate advises clients with respect to state and federal contractual and bid submissions; state and federal agency grant opportunities; DPH licensure and Medicare certification requirements; obtaining Determination of Need for the transfer of ownerships of hospitals and ambulatory surgery centers, capital expenditure projects, and the acquisition of innovative services and new technology; DPH clinic and nursing home change in ownership application standards; DPH architectural, plan review and licensure filings; state and federal agency quality of care enforcement actions; and corporate formation, joint ventures, affiliations and other business arrangements.

Professional background

Prior to joining Barrett and Singal, Kate served as the Chief Executive Officer of Salient Health Solutions (“Salient”) for twelve years. Salient is a grant writing and research firm where Kate used her extensive background in program development, public policy and strategic planning to obtain funding for health care clients. Under Kate’s direction, Salient has brought in over $60 million in federal and private funding for clients. She has served as a liaison between clients and government agencies and devised strategies for program development. Additionally, Kate has conducted qualitative research analysis on a variety of health care topics including the uninsured and health care disparities. Prior to taking on her role at Salient, Kate was Associate Vice President at Johnston Associates. In this capacity, she researched and wrote on diverse topics for a wide range of audiences, including action plans, issue briefs, and advocacy publications. During her first year with Johnston Associates, Kate served as the Interim Executive Director of the Massachusetts Health Policy Forum (from 2003-2004). During her tenure, she oversaw the completion of a policy brief on the state of MassHealth in the Commonwealth of Massachusetts.
